We’re transforming Tolland into a modern mix of new social, affordable, seniors and private housing, along with upgraded community facilities, roads and green spaces.

Community feedback helped shape the design of the draft Tolland Masterplan, which was on public exhibition from Monday 11 September to Tuesday 24 October 2023. View our engagement activity with the students at Red Hill School.

Wagga Wagga City Council is currently considering community feedback and formal submissions to the masterplan, which may require further amendments. Council will then decide whether to adopt the draft Tolland Masterplan.

Next steps – Tolland rezoning proposal

To deliver the Tolland Masterplan, the land in the estate must be rezoned so the necessary works and different building types can be delivered.

Tolland presents a unique opportunity to increase the supply and type of housing for people in the Riverina area, so has been selected for the NSW Government’s Rezoning Pathway Program.

The proposal to rezone the land is to amend the Wagga Wagga Local Environment Plan (LEP) to enable the development of the site. By rezoning most of the site to general residential, the site layout can be reconfigured to improve accessibility, connectivity and housing diversity.

The rezoning proposal is on public exhibition from Monday 29 January 2024 until Monday 26 February 2024.

The community is invited to provide feedback on the rezoning proposal.

The Tolland project team will be at the Tolland Community Centre on Thursday 22 February to answer any questions you might have about the rezoning proposal or the renewal project. Details below:

What happens next?

The Department of Planning, Housing and Infrastructure will consider the proposal to rezone the land.

Feedback received during the exhibition period will help finalise the plan and a report outlining how the feedback was considered will also be developed.

A decision on the proposed rezoning is expected in mid 2024.
