Smart Western City Program

Smart Western City Program

The Smart Western City Program is commitment C4 of the Western Sydney City Deal.

It outlines the infrastructure, services and resources needed to ensure the Western Parkland City is a future-focused, digitally enabled city.

The Program will:

  • Help us realise the benefits of today’s technology
  • Set up strong foundations to support growth of a digital city into the future
  • Establish an ecosystem in the Western Parkland City to capitalise on future opportunities to innovate.
Smart places pole

The Smart Western City Program identifies high-capacity conduit, common access ducts, a network of “smart poles” and smart street furniture as essential foundations for the future city.

We co-created the program over 24 months and carried out a significant market engagement program.  This included a call for ideas; submission of prospectuses; a Pitchfest event; test and trial of several near-market solutions; and market soundings.

This helped us to define the smart cities initiatives included in the program to deliver the greatest productivity, social inclusion and environmental outcomes for the Western Parkland City.

In February 2021, the Smart Western City Program became the first of its kind to be listed on the Infrastructure Australia High Priority List.

This listing noted that digital infrastructure was needed for the adoption of technologies to reduce travel times, reduce resource use and emissions, improve health and better engage communities.

Investments are needed to deliver a world class smart city and attract new businesses, spark innovation and support knowledge industries.

A Strategic Business Case has been assured demonstrating a strong economic case for investment.

The Smart Western City Program lays out the need for substantive, long-term investment, with the role of Government and delivery models being flexible and as innovative as the solutions delivered. This includes exploring direct investment, procuring solutions “as a service” and partnership procurements with local councils and the private sector.

Work underway

The initial stage of program delivery is being managed within existing resources. We are gearing up to deliver Final Business Cases, required before significant financial investments by the State. This includes

  • establishing the foundations for consistent delivery of smart solutions in the Parkland City
  • pilots to generate a deeper evidence base.

Foundations

Work is underway to provide common policies, frameworks and structures so every organisation participating in the smart city can do so consistently and in a seamless manner. This includes:

  • Delivering policies and guidance materials like the Cyber Risk Management Framework, to apply to all projects and entities deploying and managing smart technologies across the City.
  • Including smart considerations in master planning and establishing planning requirements in instruments like Development Planning Controls so digital plumbing obligations are clear and included early in the development of new communities.
  • Augmenting and testing data sharing platforms like the Spatial Digital Twin, so it can perform as a workbench for the planning and operations of the Western Parkland City.

Pilots

Pilots are an important way to test new ideas, find solutions that can be scaled across the Parkland City and build capability. They also help build an evidence base for future, larger investments. Pilots will help us test a range of technology solutions, data management approaches and service models.

Proposed pilots will seek funding through the Smart Places Acceleration Program and will be assessed on their own merit against the Smart Places Acceleration Program criteria. This means appropriate governance and controls are in place to select and deploy pilots.

Pilots are already being funded through the Smart Places Acceleration Program. This includes:

  • Smart Kerbs: A trial to develop a digital inventory of kerbside space allocation with real time analytics of its use in the Liverpool LGA. The pilot is exploring innovative technologies and digital systems to collect and collate data on kerb space allocation and use. Ultimately this data will be used to improve the way kerbsides around the City’s centres are managed, providing opportunities for better active and public transport options and better safety outcomes for pedestrians and cyclists.
  • Envisioning in 3D: A partnership between the NSW Government and Camden Council to deliver a dynamic 3D model of the entire area to assist local planners. This will help better engage communities in local planning.

These pilots build on the test and trial initiatives delivered through 2020 as part of market engagement, which included:

  • Using Artificial Intelligence CCTV to help detect defects in stormwater and wastewater assets. This was really successful. The technology found 1900 more defects than older methods – with between 80% and 86% accuracy. On top of this it was much, much faster than traditional pipe inspections.
  • A park in Wollondilly local government area was also kitted out with smart poles, public Wi-Fi and sensors to monitor use and activity. The insights generated helped Wollondilly Council to manage the park and keep an eye on compliance with COVID restrictions. There is definite potential for this “Smart Park” to be scaled across the city.
  • Using drones to help with swimming pool inspections and asset monitoring – two time consuming and resource intensive local council activities.

  3. Check that it meets the criteria for the Smart Places Acceleration Program
  4. Submit your application for co-investment online.

We are particularly interested in pilots that explore multiple solutions in one place, rather than “point solutions”.

By delivering and scaling smart solutions, we will build an evidence base to deliver Final Business Cases and seek further funding for the Program.
