The rezoning implements the NSW Land and Housing Corporation master plan to revitalise Telopea, developed in partnership with the City of Parramatta Council.
Planning for Telopea
The Telopea Precinct has been rezoned to create a vibrant, diverse and cohesive community. In Telopea people will enjoy a variety of housing choices, great access to public transport, new community facilities, new and improved open spaces, new shops and local services and find it easier to get around with a connected network of walking and cycling links.
The Department worked closely with the City of Parramatta Council, NSW Land and Housing Corporation ( LAHC ) and the community to rezone the Telopea Precinct. The rezoning implements the LAHC master plan, developed in partnership with the City of Parramatta Council, to revitalise Telopea and capitalise on access to the new Parramatta Light Rail network - including a stop at Telopea when it opens in 2023.
The LAHC master plan proposes the redevelopment of LAHC’s social housing assets, as well as sites under private ownership, to deliver an integrated community as part of the Communities Plus program which will provide approximately 4,500 new social, private and affordable homes over the next 15-20 years.
The changes to the Telopea Precinct have been made through amendments to the Parramatta Local Environmental Plan 2011. An overview of these changes can be found here.
A Local Character Statement has been prepared for Telopea. A Local Character Statement captures what’s important to the local community to inform planning for the future. The community vision for Telopea is one where residents can take pride in their community; with streets, parks and public spaces that are safe for everyone to use, easy access to reliable transport and a community that welcomes people from all backgrounds. Council and LAHC will use the Local Character Statement to make sure the development and construction of Telopea protects what is important to the community.
Stage 2
Planning for the area on the western side of the rail line identified as ‘subject to future investigation’ and referred to as Stage 2, will not be progressed. The assessment of the master plan area identified broader transport constraints in the surrounding area.
The Department will not progress further master planning or rezoning investigations of the Stage 2 area. Any further strategic planning for Stage 2 will be progressed by Parramatta City Council as part of its broader review of the Parramatta Local Environmental Plan 2011.
