Precinct Development

Herbert Street Precinct Transformation at Royal North Shore Hospital Campus

About the project

Royal North Shore Hospital (RNSH), St Leonards provides essential health facilities to support the delivery of acute clinical services, medical research and community health care.

Property & Development NSW (PDNSW), a division of the Department of Planning and Environment, (DPE), in partnership with NSW Health and the NSW Department of Education, is developing a proposal for the redevelopment of the Herbert Street Precinct, within the southern campus of RNSH, to deliver a vibrant mixed-use precinct.

The precinct seeks to deliver affordable key worker housing, short stay accommodation, office and consulting space and educational facilities. Additionally, the plan proposes to restore heritage buildings and create vibrant open spaces with easy access through RNSH.

Health services

A significant portion of the development is proposed to include public and commercial health-related uses, including short stay accommodation for visiting patients and carers.

The provision of Key Worker Housing on the site seeks to support health staff and other essential workers, making it more affordable to live close to work.

Education

PDNSW and the NSW Department of Education are working to determine the future education infrastructure needs of the St Leonards community and are exploring the opportunity to provide a school on part of the site.

Connectivity, public amenity and heritage

A key focus of the plan is to consider opportunities that improve open space available for staff, patients and visitors of RNSH. The current proposal will also improve access through RNSH with a direct pedestrian path from St Leonards Station and Herbert Street to the main hospital campus.

Consultation

Public consultation was last carried out in December 2020, via online webinars, where an original concept plan was presented.

Since the plan’s release, PDNSW has received extensive feedback from stakeholders and the community.  We have listened and are taking this valuable feedback onboard.

PDNSW is currently investigating a range of options that deliver on the needs of the community and NSW Government priorities.  Once this work is complete PDNSW will undertake further stakeholder and community consultation.

The NSW Government is committed to working closely with all partners, stakeholders and the community as planning for the precinct progresses.
